Hickensen was abducted by assailants declared agents of Suede Roschen by Captain Daniels when he had accused the Councilor of involvement in the Black Market, who tortured him for information and ultimately threw him off a roof to his death just outside the Straka Barracks - not before the brave soldier was able to partially write Suede's name on his back with the blood from his severed fingers.
This, though seen by Councilor Kerrak al'Nerun before Hickensen was cleaned up and buried, was largely ignored by the Judiciary Council when Daniels was making his case against Roschen.
