A courtier dressed in navy blue and silver trim, of some good naturedness, and exceeding politeness arrives with letters and after having asked where to deposit such -- sends these letters post-haste to the councils of Myrkenwood. By carriage, horse, and foot to be delivered to those whom they would be addressed to.
I, Tempestro Starr, Lord of Als'raeux Estate, High Councilor of the Tempestian General Council, to His Honors, Altias Bromn, Giscard Guillame, Suede Roschen, Kerrak al'Nerun, Aloisius Treadwell, et al.
Lords and Gentlemen of Myrkenwood Council:
It has come to our attention that Myrkenwood is facing threats of various natures. Our emissary, one, Tempestro Deost, has sent word that there are some dire threats to the people of Myrkenwood.
After much deliberation on the part of the Tempestian Council, and as representative of this neighbouring land, I am empowered to offer our aid to the people of Myrken Wood.
As to the trouble of drought, food shortage, and fires:
We can offer aid in the way of dry goods and seed to assuage the privation of the people of Myrkenwood. Of course, these commodities shall be given in good faith and without cost to the council, or people of Myrkenwood. Also the transportation of these goods shall be undertaken by our people without cost to the council or the people of Myrkenwood.
As to the monsterous afflictions that plague your lands:
We can offer aid in the way of men to bolster your troops, officers to help train your troops, and any defense needed against internal, or external sources. How many is necessary is up to your graces, and we hope that this assistance is suitable for your needs.
Any other need that we are unaware of, please make note, and send them either through our emissary to your good land, or straight to us, with haste.

We would help our neighors in time of need as we, the council of Tempestia, understand that to prosper as a nation, or country, that treaties and alliances to neighbors benefit all nations, and countries, not just our own.
In all honesty, Tempestia's concerns are my own, as at one time I was a denizen of your fair country. And I do have some loyalty to the lands, and the good people of your realm. We would not like to see the suffering continue, and offer a treaty, of peace, common prosperity, and common aid in times of strife or war, to the council of Myrkenwood.
I hope this letter finds you all in good standing, and I hope that we, as two responsible countries, can co-exist peacefully, and help the other out in times of trouble.
