Captain Thomas Daniels had come to some realizations after his conversation with Ariane Carnath in the Rememdium Edificium, along with a few decisions. It was clear to him, then, that the council was hindering him and the Order from doing their job - protecting the people. And perhaps that specific fact came to the center-stage, clear and pristine. Their job, though it was written otherwise, was to protect the people.
The captain wrote, furiously quick with his single hand. The note would be to Joshua Kilborn, along with another to bring together the leiutenants for a meeting.
The letter, addressed simply to 'Kilborn', as in-house mail needn't more, stated simply: It's become clear to me that we cannot continue acting under the council and protect them or the citizens of Myrken Wood adequately; so it's time to change that. However, we risk complete opposition from the council, which is why I feel we and the other lieutenants need to sit down and discuss this.
