Captain Thomas Daniels had come to some realizations after his conversation with Ariane Carnath in the Rememdium Edificium, along with a few decisions. It was clear to him, then, that the council was hindering him and the Order from doing their job - protecting the people. And perhaps that specific fact came to the center-stage, clear and pristine. Their job, though it was written otherwise, was to protect the people.
The captain wrote, furiously quick with his single hand. The note would be to Joshua Kilborn, along with another to bring together the leiutenants for a meeting.
The letter, addressed simply to 'Kilborn', as in-house mail needn't more, stated simply: It's become clear to me that we cannot continue acting under the council and protect them or the citizens of Myrken Wood adequately; so it's time to change that. However, we risk complete opposition from the council, which is why I feel we and the other lieutenants need to sit down and discuss this.
...I need not tell you my thoughts of the council, I don't think, as they probably closely mirror your own now.

Letters moved back and forth throughout the barracks and offices of the Order of Straka. And many had to pass through the mail room at one point or another. Copies had to be made of some of the official ones. The unnofficial, those between various guards back and forth. The ones that whispered sweet nothings and promises and such. One and all, unless delivered by hand, came through the mail room.
And, as it would happen, these missives -did- come through the mail room. And one, into the hands of a particular scribe. A quick note was jotted down, a mark here and there upon another letter (that would pass unto another scribe elsewhere in the building) and then the letters to the other lieutenants would be passed on. That scribe would then continue his work, until it was time to go home...

It is said that to govern the populace, one must first learn how to govern thyself
Lieutenant Joshua Kilborn had been brought from the edges of Myrken Wood under Taliaferro. Taliaferro, Duvall and Kilborn had been amongst those that had seen the sickness spreading within their ranks previously, and had struck back to cleanse the Order of the poison. It had taken a great deal of hard work, and determination to ensure that their ranks were mostly dedicated to the preservation of Order and Law. Most importantly though, the Lieutenant had learnt from the experience and this was why he rose immediately from his desk and stepped out of his office once he received the missive from the Captain.
It had not come directly.
"Adjunct, seal the compound for outgoing mail. Dispatch two guardsmen to join me in the scribe's room below. Ensure no scribe leaves today until I have an opportunity to speak with them."
The lieutenant was not unaware of what took place underneath his own roof. Since the inmates had been set against one another, he had always kept an eye on the interior of the Order, as well as without. That had been why Daniels' predecessor had failed. And why Daniels had eventually managed to succeed as a Captain.
Kilborn was sufficiently aware that missives leaked from the Order's branch to the council. On many occassions, this was an activity that Kilborn encouraged, since it provided information to some members of the Council, that the Order was indeed moving on certain tasks. Such as the dispatchment of a patrol to begin the investigation of vampire killings. It also, once in a while, permitted Kilborn access to missives from the Council to the Captain. It served well, to know who the weakest link was.
As Key stepped off to deliver the directives to the gates, Kilborn went down below to speak, and likely detain the weakest link.
